A new rule, intended to promote competition in an increasingly consolidated cable industry, could be approved today by the Federal Communications Commission.

Under the rule, tenants who had been locked into their landlord's service agreement could sign up with a different cable provider or with telecommunication companies such as AT&T and Verizon, which have introduced TV service in recent years.

"If an apartment dweller is unhappy with a service to a cable company, they're not free to switch to a new provider," said Joel Kelsey, a spokesman for Consumers Union. "Because of that anti-competition, we see higher rates and poorer-quality service."

Apartment owners who enter into multiyear, exclusive contracts with cable companies often receive extra benefits, such as upgraded wiring, discounted services or extra TV channels.
